Skills for Site Managers in Central and Eastern Europe
Eurosite, the largest network of organisations devoted to nature conservation management across Europe, launched a series of programmes in the 1990's focusing on building capacity in site management for nature conservation. "Nature Management Skills for Natural Site Managers in Central and Eastern Europe", the most recent of these programmes, started in September 2000 and ran until May 2004.The target group was both governmental and non-governmental nature conservation management organisations from most Central and Eastern European Countries. Following Bulgaria's post-socialist restitution of formerly private forests, cooperatives have widespread support among residents of the central Rhodope mountains as a way to manage the newly re-privatized resource. This support occurs despite privatization programmes designed to foster individual private ownership and a history of socialism, which might bias people against cooperative institutions. Historical memory prevails of pre-socialist forestry cooperatives in the region as valued community institutions that supported community projects, produced income for forest owners, provided jobs, and managed the forests efficiently and transparently.

Both Italy and Greece experience considerable problems in adjusting to the underlining logic and the precise requirements of EU environmental policies. The article challenges the explanation that non-compliance is due to weakness of civil environmental activism, offers evidence of high levels of grassroots environmental mobilisations, and suggests a number of empirical indicators related to the use of opportunities offered by EU institutions, such as the complaints procedure.
