An internal Environmental Protection Agency (USA) document claimed that "It is not a ridiculous hypothesis, to suggest that dumping toxic sludge into the Potomac River actually protects the fish, and is beneficial for them. Our studies suggest that the sludge affects the behaviour of the fish, making them lethargic, and less likely to bite on fishermen's lines. So instead of being caught and eaten by humans, they gradually move upstream, and those that survive can lay eggs. That is why we are recommending that the dumping of toxic sludge into this designated American Heritage River should continue."
