Following a delay, the cap came into effect on August 1, 2024. Group leaders can no longer use loudspeakers either. The rules will also apply in nearby islands including Murano. This follows other anti-overtourism measures including charges to day-trippers and a cap on new accommodation that may or may not be working. It is unclear if this latest measure will have any serious effect: who will do the actual counting and how can operators be prevented from splitting larger groups into two? 25 is already a quite large group on a narrow street. In theory, extreme anti-overtourism measures could even backfire and turn iconic destinations into expensive playgrounds for the 1% driving out everyone else including residents. The more likely scenario however is that they will only have a small effect, delaying tourism visitation growth. Overtourism was putting off tourists, an improved tourism experience may actually attract more!
