In a globally and closely watched referendum, following a far-right proposal to curb immigration, Swiss voters are once more asked for their opinion on isolationism and xenophobia, 12 years after rejecting a similar proposal. The traditionally neutral country has always been a haven for political refugees and is the seat of the world's most important international humanitarian organizations including the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) the Office for the Coordination of Humanitarian Affairs (OCHA) the World Health Organization (WHO) and others. A "Yes" vote would also complicate relations with the EU, with Switzerland being a member of the Schengen zone. The government, unions and the business sector are all officially against the proposal but the vote may be tight.
