While things in Luang Prabang may have slowed down with the low season, TAEC has been keeping busy the past few months! Since April we have welcomed a new staff member, completed staff research projects on a variety of topics related to Laos' ethnic diversity, prepared to send our Co-Director and a Yao artisan to America for a month, and had many opportunities to participate in staff training activities. In July, TAEC Co-Director, Khoun Soutthivilay, and Yao Mien artisan, Famchoy Saely, will be travelling in the United States for one week after the Santa Fe International Folk Art Market as a part of the Voluntary Visitor Programme (VOLVIS). VOLVIS was established by the United States State Department to allow foreign individuals chosen by US Embassies to meet with American professionals in their field. During their travels, Khoun and Famchoy will meet with museum and textile professionals, Southeast Asian specialists, and members of the Lao diaspora in the greater New York, San Francisco, and Minneapolis metropolitan areas. BACKGROUND: Ecotourism is a unique opportunity for Western Australia. And the Kimberley region is an ideal ecotourism destination as it is one of the world’s last great wilderness areas. Covering approximately nearly 423,000 square kilometres, this region has fewer people per square kilometre than almost any other place on Earth. Some of the greatest tourism attractions come directly from the enjoyment of the natural environment – beaches, rivers, geological formations, grand forests and a multitude of wildflowers for which Western Australia is famous. Tourism developments that rely on these environmental features represent an important and growing source of employment and economic return to regional communities. Tourism Western Australia recognised this in 1983 when Hector Ceballos-Lascurain in Mexico City coined the phrase ‘ecotourism.’ He defined it as “travelling to relatively undisturbed or uncontaminated areas with the specific object of studying, admiring, and enjoying the scenery, its wild plants and animals, as well as any existing cultural manifestations found in these areas.” This description suits the type of tourism experiences readily available in Western Australia and specifically the Kimberley region. Ten airlines, two Indian and eight Chinese, accounting for nearly 3% of global airline carbon emissions (which in turn account for around 1.6% of the total global carbon footprint), still refuse to meet a final, June 15 deadline to report their emissions data to the EU. According to an EU Emissions Trading Scheme (ETS) effective from January 1, 2012, all airlines flying to EU countries are obliged to cover 15% of their emissions by purchasing emission permits. The extra charge, with carbon offset prices at record lows, expected to be paid by around 4,000 airlines, amounts to just 10 euros (on average) per ticket (close to the current cost of a ton of carbon) and very small to make flying less competitive than eco-friendlier modes of transport such as rail. It is also still unclear in what ways each EU country will use the funds so as to tackle climate change with the EU’s climate commissioner Connie Hedegaard still calling on EU finance ministers to earmark the ‘modest’ ETS cash for the environment. An excellent example of how ecological farm tourism can help revive the real, local economy in Greece. We want more of this, and not at all pharaonic mega-tourism & real estate projects or oil platforms in the Aegean or Ionian.
