Philippines: Resort development within a protected area provokes conservation debate

Description

The Captain’s Peak Garden and Resort is "temporarily shut" following an order by the Department of Environment and Natural Resources while the National Senate investigates how it ever came about in the famed Chocolate Hills (Map), a protected area which is a candidate for Unesco's World Heritage List. Apparently the resort operated without an Environmental Compliance Certificate. According to the resort manager, it had received approval by the local Protected Area Management Board and a business permit from the local government of Sagbayan. The Chocolate Hills are a unique geological formation of over 1,200 round hills covered with grass that gets a 'chocolate' colour during the dry season.
